New remote gambling licenses tender procedure : what you need to know

The call for tender to apply for a remote gambling license in Italy has been finally published on the Official Journal of the European Union of 10 January 2018.
To put things into context, the launch of the tender was already announced by the Budget Law for 2016 setting forth its main requirements such as :

  1. The topping up of the total number of new remote gambling licenses to be granted at 120;
  2. The price of the license at € 200K;
  3. The allowance to offer all remote games currently offered in the gambling portfolio authorised by the Italian gambling regulator – ADM, namely:
  • betting on horse races
  • fixed odds  betting
  • scratch cards (“Gratta e vinci”)
  • pool betting
  • games of skill / poker tournaments
  • “superenalotto” and “superstar” lotteries
  • bingo
  • cash poker
  • casino  and slot-machines
  • lotto
  • virtual sports
  • betting exchange 
    4. The applicable legal framework as prescribed by the Community Law that applies to current licensees
    5. The licenses expiration date at 31 December 2022.

According to the publication notice, here are a few snapshots on the procedure:

  • The ‘First come first served principle’ applies for the granting of these 120 new remote gambling licenses by  ADM.
  • Price is not the only award criterion and all criteria are stated in the procurement documents, such documents are still to be published by ADM.
  • Provisions of the Code of Contracts are applicable.
  • Requests to participate must be submitted to the ADM in closed envelopes within next 19 March 2018 as time limit for their receipt.
