Following the recent enforcement of the Fiscal delegation bill (Delega Fiscale), the long-awaited reform for the gambling sector can finally start with the nomination of Legnini as undersecretary at the Finance Ministry and responsible for the gambling sector.
Legnini today’s post seems to confirm the Government will to match with the twelve months period to issues implementation decrees on gambling. The gambling areas mentioned in Article 14 of the Tax delegation law are notably relating to:
– AWP/VLT rational distribution in public premises within the territory, its licensed management and certification;
– the revision of gambling products taxation;
– the reform of horse betting;
– the revision of the current gambling advertising regulation;
– the institution and coverage of a fund for gambling addiction.
Interestingly as regards consumers protection measures and gambling adverts regulations, the review will take place in parallel to the EU Commission recommendations drafting on common European principles for responsible commercial communication of online gambling services and the protection of consumers and players of online gambling services and the protection of minors from gambling.
These drafts should be finalised before the current EU Commission mandate comes to end.
There is no doubt the Government will take into account the Commission recommendations to set the scene for these points of reform.
