LATEST ADM PROVISIONS CONNECTED TO THE COVID 19 EMERGENCY

In compliance with the latest Italian Council of Ministers’ Presidency provisions, the new Director of Agenzia delle Dogane e dei Monopoli and the Director of the remote gambling office respectively published two new provisions, with the second one referred to specifically remote gambling.
The Director Resolution of this Saturday 21 March 2020 further implemented the lockdown measures pertaining to offline gambling provided for by the Government urgent Decree of 8 and 9 March 2020 related to the closure, among others, of the betting shops, gambling arcades and bingo halls and is addressed to both gambling licensees and to tobacconists which it was already ordered to suspend the collection of the amusement with prizes machines located in their premises and shut down the monitors for the relevant events to bet on, in order to suspend the following further activities:

  1. The collection of tote lotteries (namelySuperenalotto”, “Superstar”, “Sivincetutto SuperEnalotto”) and deferred lotteries (“Lotto”) with immediate effect after the last extraction, together with the shutting down of the monitors for the relevant extractions. The suspension of the collection shall be carried out by the licensees both physically than online;
  2. The collection of the international tote lottery “Eurojackpot” with immediate effect, both physically than online;
  3. The collection of tote bets requiring the results certifications by the ADM with effect from the day after, 22 March 2020.

The Resolution is referred only to those enlisted gambling activities, particularly those that implies a physical proximity of the customers within the tobacconists’ premises or that request to ADM to act with personnel that, in this moment, is not able to work. The Resolution is sine die connected to the emergency period. Interestingly, the reselling of scratch-cards by tobacconists has been maintained.
The Remote gambling office Director published a Notice on 23 March 2020 in the restricted area in order to inform all remote gambling licensees about a deferral of the requirements provided by the licence deed in March and April 2020.
